I don't know how to explain this (and many other things) in English, but the human eye responds differently in a 3D real world environment when faced with a 2D image (like a computer screen). I've already ride many times a cab of a real world commuter with the headlight barely illuminating 30ms and I could feel what you said about floating over the rails. But, and I guess this is the point, in a 2D image (like in the pc game) 30-50ms headlight simply does not work in the same way.

This happens because when seeing lights of an image onto a screen the contrast, brightness and color subtleties are within a range not only too much smaller but also fixed (your eyes and mind cannot catch much more brightness because the 2D image brightness is fixed by the settings and resolution screen). When it comes to lights incorporated into an unreal world (cinema, theater, photography, pc games) the rules are radically other, simply does not work to carry the actual light intensity of a real 3D environment into a non real (2D) world.

Once I saw an awesome 2 hours long theater play in which the scene was a poor house and its rooms. In real life each room should have a tungstenium 60W lamp, but if the designer had tried to reproduced this soft light in this scene, no one would endured to watch the play for more than 15 minutes. And this in a 3D world of a stage, imagine how terrible would be a movie of that play! Instead of 4 or 5 60W lamps intensity (like in real world) there were a lot of point lights, fixed and mobile spot lights, soft and dazzleing fading lights, front/back/side/floor/roof lights, yellow, green, red, blue etc...

And finally always have the cultural and psychological factors, I live in a tropical country richly illuminated throughout the year, the city where I live has a clear blue sky (day and night) at least 340 days per year, and even the restored one century american Baldwins steams I ride from time to time have (now, of course) at least 150ms powered headlights, so ... it counts as well ... :)

I'll give some different tests tomorrow (some new ideas crossing my mind)... but the cablight of Black 5 Rusty livery is a bit more red/orange than the Black livery, as you suggested.
