Workshop Scenario - Green Coal

This morning I installed this scenario. What installed was a Free Roam scenario without any freight cars or locos. I opened it up in editor and the scenario marker lays somewhere down below the terrain in the abyss and it's a blank canvas. I'm wondering if a wrong version of this scenario was uploaded inadvertently?

Is anyone else having this issue that LDWinn is having?

It is a Freeroam for me as well with no locomotive or consists showing in RW_tools.
