That sounds like you accidentally switched the active track rule between the two edit sessions, some of which have different settings for parallel track spacing (like for example the default SanBars main and yard trackrules). This happens to me quite a lot -- I think the track rule selection flyout is "active" more often than one might expect, so a simple cursor-up/down click can set a new track rule while on the track editing screen in the world editor.
You can also lay tracks that have overhead wires (or even third/fourth track) added automatically -- all you will need is to use a track rule that allows it, like the one from the NEC or the default German routes, and then you switch electrification on/off in the right hand flyout right after enabling the track laying tool.
