mystery of 14 FPS

On my system, with an Nvidia GT 220 card, all RW3 settings at the hightest level (except for AA at 2), I am generally running at 14 FPS. From reading posts by others, that would be considered quite low, unacceptably low.
I have yet to see the FPS dip below 14 FPS even briefly, which makes me wonder if it is a true reading. Is it some kind of minimum set by RW3? Is that even possible, to set a minimum limit? I have seen the FPS go up to 17-20 range briefly.
As to 14 FPS being unacceptably low, I don't see any stuttering.

14 is the lowest value it will display. If you loaded up Ronceverte with the Pusher Trial on the Alleghany right now you'd be able to count the frames... about 1-2 per second!

As to performance, I find your comments interesting. It seems that to some extent, the reported frame rate and the exact settings of options are either not accurate or marginally functional. My latest experiments show that the the slower my fps, the smoother the frames run. It used to be the other way around in RW2, lol.

I looked for the helper trial. Didn't find that but ran the Ronceverte Black free roam. Still had 14 FPS showing, rising to 15 or 16 occasionally. No stuttering.

Oops... sorry... the Pusher Trial is a download from my site's Addons page. I forget sometimes.

Use FRAPS or similar to get the real FPS, I think 14fps was a contractual limit back when this was EA Rail Simulator or something like that.

I'm seeing 14 fps often on Ohio Steel (Rich Garber's route) and a couple of other non-RSC routes, but pretty decent rates in the RSC routes. On Rich's Fort Kent the rates were a little better.
I have an Nvidia 9800 GTX+ video card.

I got the helper scenario and had to substitute for the SD70s, then ran it. FPS stayed steadily at 14, so that apparently means somewhere below 14. I did see slight stuttering, but it was still an enjoyable run.
By the way, Tori, how did you get that large expanse of gray gravel mixed so liberally with black, at Ronceverte? I have never been able to achieve such a result.
