Works fine on my previous computer but get an "Out of Memory" error before the program even finishes loading on the supposedly better in every way new one. Anyone have a idea where to start looking? There seem to be hundreds of posts on the internet on the "Out of Memory" error but no consensus on why it occurs.

You are getting no message about Direct X or other information? Have you tried starting it in 64 bit?

Try this. One time when I had that problem this fixed it.

No Direct X message and behavior is the same in either 32 or 64 bit mode. The only message on screen is that it is Updating Scenario Database.

I ran mwgfxdll.exe and restarted the PC but still have the same problem.

Updating Scenario Database.Usually a crash here is a corrupted scenario data base. Most likely a workshop item. Possibly a corruption when copying over files.

It has been a while since I saw something similar and I wound up having to go into Steam Workshop and unsubscribe from everything that I had subscribed to. After that TS started fine and then I was able to go in and re-subscribe to the items in Steam Workshop that I had been subscribed to previously. Just be sure to make a list of everything before you start unsubscribing.

Thanks to everyone for the help. Although unsubscribing from all Workshop items on my old computer, then uninstalling and reinstalling TS2021 on the new computer using Steam did not work, manually deleting the entire Railworks folder thereby forcing Steam to completely rebuild it did solve my problem.
