ITs an option in the steam menu that that allows you to kinda refresh the game files. This managed to get TS to show as installed again but it still won't start. I tried installing and reinstalling it again to no avail.

You sound like you don't think that I know any of this stuff. Did you verify the game files until Steam said all the files were good? If things are really messed up you may need to run it several times until it reports it's no longer loading any more files. Have you tried to start the game from the Steam page? Have you tried to start it from the RailWorks.exe in the actual RailWorks folder? Have you tried to start it from the RailWorks64.exe folder?

Not the problem, this did not start right after I installed workshop items. I tried clearing the workshop subscriptions but that didn't help either.
