So I was running the second scenario and noticed that going down hill the train seems to lose speed instead of gaining speed. The drivers slip and speed decreases just as if I'm going up hill. It's almost like it doesn't register that its a negative grade. It's treating up or down grade the same as up grade when pulling a train. Any ideas what's causing this?

you sure your drag coefficients on your rolling stock arent all out of whack? DTG sets their drag at a ridiculously high value of 7.2. It really should be no higher than 1.

Please do not exaggerate. Most of the well drivable rolling stock has a drag of 3 to 5 for North America. 7 is too much and brakes unnecessarily.
The steam locomotives are another chapter. There seems to be a lot of disagreement (1 - 14) between the developers.
Please keep in mind that this factor is not a physical parameter, but only a simplified substitute to describe approximately the behavior at speed.
