I have no idea what you are doing, but that is not an attempt to "install" but to unpack.

It downloads as a .7z (zip) file. It unpacks fine with 7-zip, then just copy files over

Sorry, unpack is what I meant to say. I did unpack and install the files, but the WinRAR gave me that message every time I unpacked the files, and the game would kick me back to the menu screen every time I tried a scenario with one of the modded engines.

You must've closed one of the archives. Both must be open if you want to extract the files
