Hmmm. Strange message.
I'm assuming that you have RailWorks set to "Automatically Update" itself, and perhaps also have the "Steam Cloud" enabled too.. by default those choices are usually on methinks.
Anyways, it could be that Steam recognizes that there's some update for RailWorks that your installation currently doesn't have, but when it tries to connect to the "content servers" to get the update, it has trouble connecting.
Perhaps try the following;
From your Steam-client, click on "Steam" from the top menu-bar, select "Settings", click on the "Downloads & Cloud" tab, then from the drop-down menu on that page try selecting a completely different "Download region", perhaps in a different country, from the one you currently have.
Click "OK" to accept the changes, then I'd suggest a re-start of the Steam-client to ensure the settings take effect.
Then see if you have the same troubles.
If the new region you select doesn't seem to work, try a different one.
I might also suggest disabling the Steam-cloud for RailWorks (I have, I don't bother with it, and only use RailWorks on the one computer I have anyways).
From Steam-client, Library, right-click on RailWorks, Updates tab, un-check the "Enable Steam cloud..." option there.
Also, if you'd prefer to manually check for any updates to RailWorks, you could always select the "Do not automatically update this game" option from the Automatic Update setting.
If changing any of those options, again a restart of the Steam-client may be in order to have those new settings fully take effect.
