Maybe someone could help me with this

First of all let me give my pc specs
Intel Core i7-4790K Devil's Canyon Quad-Core 4.0 GHz
EVGA GeForce GTX TITAN X 12G-P4-2990-KR 12GB X2 SlI
CORSAIR Vengeance LPX 32GB (2 x 16GB
Now with that given im having two seperate issues with railworks first off very very low framerates i cannot get above 25 FPS on any route i have checked my gpu's settings to see if anything would be causing the low framerates
2nd problem i can only play a scenario for a few minutes before i get a weird out of memory error ..should this be happening ..i don't know where else to turn for help

I assume you do, but just to be safe, you are running a 64 bit OS right? I don't recall ever getting an out of memory error, before when I had 8GB or now with 16.
What are your AA settings, are you using the in-game AA or your video driver AA?

Yes Windows 10 64 bit im using Nvidia Inspector For AA settings the in game settings are turned off NVi settings are 2x2 and the thing about the weird error i can play the scenario or any for that fact for a few mins then the game freezes and the only way i can shut it down is through the task manager...then i see the weird out of memory error

My card is AMD, I've had issues before, black skies or crashes, when using the driver AA alone so I either set it to use or enhance the game settings (not sure which atm). The card is an HD7870, 2GB and my average fps is 30, dipping to 20 or hitting 60 depending on the scenario. I run the AA at 1x2 or 2x1 (again not sure, not at home).
I could not imagine your hardware having problems running the game so it leads me to think it's something in the settings being a less than optimal match for the coding.

I have tried everything i can think of to find the problem or something that's causing this i have disabled NVI ..i unistalled and reinstalled gpu drivers and left them with default settings went in game dropped everything down to the lowest setting possible and still the same error i have no ideal at all what is causing this there are no other background programs running i have 2 pc's with the same identical specs and the one i use for railworks has nothing on it but antivirus and the basic programs you need

i have been beating my head against the wall for the last 24hrs trying to figure out why is this happening..and the computer that railworks is on has nothing but steam and AvG antivirus so i would'nt think those 2 running in the background would cause any issues then again i could be wrong

I'm taking from the specs this is a new build.
I'd start looking at GPUZ, CPUZ and intel's testing tools for the CPU and Chipset. Run something like Memtest. (don't run Memtest all day though) I just realized Memtest might not be available if you aren't running a dual boot Linux system...
It can also be your security program. Try going offline and disabling your security program and see if the game runs smoother.
It (TS 2016) might need to be let through the firewall.
If it's a new build run Intel's driver update utility. My mother's Dell wasn't running as smooth or snappy as I knew it could on the MS supplied drivers and the Intel Driver Update Utility found Win 10 specific chipset INF for it.
If your motherboard is running in AHCI mode, you may need Intel Rapid Storage drivers, even if you don't run RAID. Actually, that motherboard is new enough I know it's supposed to be running in AHCI mode.
AHCI PCs never run as smoothly on the MS supplied drivers as they do on the Intel Rapid Storage Technology drivers.
In the case of my mothers PC, it was a bunch of leftover programs that weren't designed for Win 10 combined with the Microsoft supplied drivers that was slowing it down.
I had to put on an older Intel Rapid Storage Technology driver version 11.xxx
I had to find a Win 10 compatible RealTek High Definition audio driver.
I had to install the Win 10 compatible chipset drivers (INF files).
Indexing should be turned on even if it's a solid state drive. Railworks like some other older programs runs best with drive indexing turned on.

I could be wrong but I can tell you just from experience and feedback that I was told, I also have Windows 10 64 bit, I had a lot of issues with railworks and nvidia inspector, and I could never get it to work properly with windows 10. To be honest, I have been told windows 10 and Nvidia Inspector have a lot of work that needs to be done, because of so many problems that interfere or that just cause so many different errors etc.. Its a work in progress. I would suggest just try using the GPU AA settings or the in game settings first and see if the issue occurs. I haven't been able to successfully run Nvidia Inspector since I upgraded to Windows 10. I have all my settings to Maxed out and it runs great and performance and quality are perfect.

At this point im willing to try anything because i don't wanna walk away from Railworks i have thrown every other game at this computer that i have and own and not a single issue outta any of em but TS2016 is the one i really care to play but can't enjoy it because of the problems im having with it..which brings me to something that's more of a long shot than anything but could having both gpu's enabled ..be the culprit for the issues..i know it's a shot in the dark

It's most likely a driver somewhere or legacy program that isn't quite compatible with Win 10.
I've found on my mother's machine, that a clean install was finally necessary. After that, any website I went to loaded the appropriate Win 10 version of things like Firefox.
It was partly the above and drivers from Dell that didn't work quite right with Win 10. IE the Audio and Chipset in her case.
After that her PC is running pretty snappy.
Windows 10 is still slow to restart though. Something odd going on there, with lots of network activity and HDD going on. ET phoning home?

I must confess, my experiences with moms PC is not making me want to install Windows 10 on the gaming rig...

I've been in your position before, so I know how frustrating it is, but before you give up, this will be a pain and could can/be time consuming but troubleshoot everything to simple to present. I can say from the issues I had, I just had to do a clean install, but before I did that I did back everything in the railworks folder. I'm not saying to do a clean install of the game yet, but If you troubleshoot and say a driver is outdated, or corrupt that may be the problem. Windows 10 is still a New OS that is shy of just being a year of when it was released. They have a lot to work on when it comes to gaming and their drivers being compatible for multiple scenarios.
Also, question that I have for you qwhite451, When did you notice the problem when it first occurred? What kind of HD do you have specs?

It started immediately the computer itself is only a week old so i decided to go back and reinstall TS2016 soon as i got everything installed with all the gobbles of dlc and fired it up picked default scenario it started off fine a few minutes into it the screen froze but i was also getting low low low framerates it never went past 18 ..so when the screen froze the only way i could get out if Ts2016 was through the task manager that when i saw the out of memiry error which was strange
and this is what the game is installed on SAMSUNG 850 EVO 2.5" 500GB SATA III SSD
