Offset tool not working.

Can other get their Offset tool to work? This is my first time trying to use it since the ts2015 update, and for the life of me I can not get the darn thing to work. I've done a file verification as well. When I click the button the bottom flyout switches to the track offset box like it should but I can't select a piece of track, road, or anything under the track tab to actually use the offset tool. Really hard to get things to line up like they should without it.

Just some random thoughts:

- confirm the correct sequence - click SELECT - mark ribbon of track - click OFFSET - click on a track( or other loft ) in the browser - click on the yellow offset arrow

- ensure the marked ribbon of track is all one type - it gets crabby if the track type changes midway along the ribbon

- ensure your track, trackrule, target loft, etc are all enabled in the Object Set Filter

- save, exit, reenter

- try laying a new section of track and offsetting it. eg is the problem related to one area - or all offset attempts?
