I would compare the two folders. Make sure everything is in the "Steam" folder that is in the "Steam Games" folder. If they match then I would Delete the "Steam Games" folder to save space. I only have a "Steam" folder. I have no idea where the "Steam Games" folder came from.

Do a Google search for "move steam library to new drive".
Follow the instructions.

Is this from Steam? You shouldn't have to do anything except perhaps restart Steam.

You ran the Utilities program and the bar thingy did it's thing but the engine didn't seem to install? Is that the first thing you bought from them? Go look in your asset folder and see if there is a 'Travelby Train' folder there and if anything is in there.

You could also try a program called 7zip http://www.7-zip.org/download.html for installing the RWP file. I use this program as so do lots of other people.

Run a search and see where they are. They must be somewhere.

My guess is it's unpacking them to your original install location. When you changed directories, if didn't do a new install to that directory and only moved the folder. The original install paths are still pointing to the old directory in your windows registry. So everytime you run TSutils to unpack it will default to the original location.

That seems logical. If you open utilities.exe there's a "Tools and Docs" tab with a button for Source Folder. Maybe you can change the target there.

Just use 7zip. I never use the utilities anymore, it takes too long.

1- Open an explorer window and navigate to your Steam\Steamapps\Common folder. Make sure the "Railworks" folder is visible.
2- Open the rwp with 7zip, and navigate until the "Asset" or "Content" folder is visible.
3- Drag "Asset" or "Content" folder from the 7zip window and drop it on the "railworks" folder in the explorer window. Answer yes when explorer asks you if you want to merge folders, replace files, etc.

Be carefull to not drop the folder until your mouse pointer is steady on the "railworks" folder and everything has stopped moving. Explorer has the infuriating habit of opening folders and scrolling when you drag-and-drop objects. Your target folder may scroll away from the window. You don't want to drop your DLC in some random place on your disk.
