this is a stupid question but seeing how the ATSF GP7 is a reskin would I have to edit the bin files of the base GP7 as well?

just tried the base GP7 was no luck as well. Here's my xml file:

So I looked at your .bin file and everything looks exactly how I had it. Did you remember to put a "check" in for all the DLC in-game? You would need (or, at least what I did) Kuju RailsimulatorUS, RSC GP9Pack01, and DRB_SimStuff NA. You would also need to place the locomotive again, so make sure you're not using the same locomotive (that you placed) to test with.

Well good news is the sound works... Bad news it makes the horn and bell stop working !*don-know!*. Lol I just cant win with these geeps

Can you possibly tell me what the .bin files are looking at in terms of the horn.xml? My files point to Justin Cornell's GP38-2 horn audio. !*don-know!*

ok like the target for the horn.xml is wrong, going to try and just copy the line from the GP9 and test it out.

well after going back and fixing the line in the bin everything works and I have all my GP7's setup the same way
