TS-Tools .OCX file not registered

I have tried to install TS-Tools several times, following the read me: right-click on TS-Setup.exe and select "Run as Administrator" and also running TS-Tools as an administrator after it is installed. Every time I end up with the dreaded "component 'MSCOMCTL.OCX' or one of its dependencies not correctly registered: a file is missing or invalid. What am I doing wrong? Any help appreciated.

I received this from Mike Simpson when I was having the same issue:
The following is what I sent to all those who get this error:-

Did you install TS-Tools as administrator? If not then it is possible the various .ocx files the program uses were not registered/installed correctly.

The first paragraph of the ReadMe file in the installation package reads as follows:-

Installation
------------
1. Unzip these files anywhere and run 'Install_TS-Tools.exe', (If using Windows 7/8.1/10 then run the installer by right clicking on Install_TS-Tools.exe and selecting 'Run as Administrator' from the pop-up menu. This will install the full program and correctly install any .ocx files which are required in your Windows\System32 (or Syswow64) folder.

Once the installation is complete, Martin Wright's graphics utilities screen will appear, click on OK to install them.

2. You should ensure that TS-Tools is NOT installed in c:\Program Files or c:\Program Files (x86)

3. Please also note that TS-Tools should always be run as administrator, you can do this by right clicking on the desktop icon and selecting Properties/Compatibility and ticking the box at the bottom which says 'Always run program as administrator'.

I have installed TS_Tools within a folder I called TSC Startup on my desktop. Also in this folder has a shortcut to Railworks.64.exe, a shortcut to Raildriver.exe, and a shortcut to Steam. This way I have everything I need to start and play TSC in one spot.
