Routes do not appear In the menu

I have several routes that do not open in the "Route Open Menu". They show on my Railworks directory and on RW Tools, but not on the Railworks Menu. I believe they are still there, but they don't show up. I have run the repair local files program in Steam to no avail.
What have I done wrong? Can it be fixed?

In order for routes to show up on a particular menu, they must have that type of scenario. For example, any route from before 2013 is unlikely to have a quick drive scenario, so it won't show up on the quick drive menu. Older routes may not have career scenarios, newer routes may not have standard or free roam scenarios. I have 78 routes installed, but only 63 show up in quick drive. 15 routes do not have any quick drive scenarios. Only 38 routes show up in Career, so that means 40 of my routes do not have career scenarios. If I look in all 4 menus, the unique routes should add up to 78.

Also, the locomotive you select may limit the number of routes that show up on the menu. If you choose an electric loco for example, only electrified routes will show up.
