Try to download one of the route, DnR Route V3 updated

I am wondering if anyone have the same problem trying to download this route or just me on my computer. The route is DnR Route V3 updated. No problem to find this route in the file library then click to download and nothing open up to download and all they did is to open up new webpage. I am not sure what is the problem with this.

The file is missing entirely from the library.
We still have DnR Route V3 dated 2017-07-23, this is probably not the updated version which should be around 2017-07-28.

Does anyone have it? We're looking for ba06d86d-586b-41bf-93a5-5fae58824d72.zip.

First want to say thank you for looking into it. That is strange that the name of file download still show in the file library to download.
