Game's FPS is wonky ( read for better explanation)

So recently TS the FPS is wonky no I am not talking about lag spike. I'm not sure why this is happening to be honest but I have accidentally set my PC to only use 2 out of 4 processors but fixed it to use 4. ok now for the example route NEC NY to Philly before 190 FPS now 45-50 FPS. I have no idea why this is happening to me !*hp*!

If I add creatively add my own punctuation and imagination...

If TS 'normally' ran at 190FPS before you 'turned off 2 processors', and now it doesn't, are you sure your 'turned on' the other two processors?

Cricky I would be happy with 45-50 fps so what is your problem. I would moan if I only got 15 fps. Never heard of anyone getting 190fps. Anyway, I don't think TS uses 4 CPUs as it is not a multi-core game as far as I am aware.
