Editor Crash, Win 10 Creators Update + GTX980 + 382.33

Is anyone else running this setup: Win 10 Creators Update + NVidia GTX980ti + NVidia Driver 382.33?

If so, can you create scenarios in the Scenario Editor without the 'failed to create vertex buffer' or the 'Failed to save dump file' crash?

I have tried all sort to get a stable editor and i just cannot get it. Including the following list but not necessarily all at the same time.

Fully reinstalled TS2017.
Deleted all content not relevant to scenario and route I am working with.
Added a 3gb enabled to the .exe
Removed the 3gb enabler.
Closed ALL background apps.
Tried a different route just for the laugh.
Tried only Steam bought content.
Ran with '-LogMate -SetLogFilters=all' on, actually could not crash with that on but runs at 1 frame per 3 seconds, I kid you not.

General PC Spec
MSI X99A SLI Krait - Mainboard
Processor Intel(R) Core(TM) i7-5930K CPU @ 4.2GHz
RAM Kingston Fury Black 32GB (4x8GB) DDR4
Video Card NVIDIA GeForce GTX 980 Ti 6.0 GB

Microsoft Windows 10 (1703 build 15063.296), 64-bit (This is the Latest build, that new 'whatever it was called' recent update)
Turned ALL graphics settings down to 'my pc is a potato' setting even though my PC is superduperfantasic...
Ran in Window, Native Resolution (2650x1140) as well as borderless and full screen. Also tried 1920x1080.

Ran blueprints and other file clears in the assets folder
del /s *.tgt
del /s *.cost
del /s *.bak?
del /s *.xml
del /s serz.exe


TS2017 and OS run from SSD's each with >20% free space.

Any clever ideas welcome. I really, really want to be building scenarios.

I may even dual boot to Windows 7!

I may have tried other stuff but as you see from the list I have been quite thorough.

when did the crashing start? after an update of the GPU? or any other hardware updates or system update? I had "failed to create vertex buffer" message before as well, and I have the GTX970 and Windows 10 Home, So what eventually got rid of the message was an updated GPU. I've done a bit or research on this issue too, trying to understand the cause and what it is exactly. Seems like the GPU and Windows 10 have a lot to do with the issue.

Now, I noticed I had this happen to me more when I would alt+tab to desktop multi-tasking doing other things, so going in and out of the game seems like it couldn't handle that. I also want to add that this happened in Full-Screen mode, and not as much in windows mode but it sometimes would say "failed to create vertex buffer" . I try not to open other windows or background programs etc..

I think the creators update to Win 10 is the main issue but I don't want to roll that back in haste.

As for when did it start, well that is a difficult one as I have not been in there for ages. I built this box in Feb '16 and do not think I have been near the editor with this PC at all until now. I would roll the NVidia driver back too but this post was to see if there is an opinion on which driver is better or to see if the Creators Win10 is an issue too.
