According to ts.com, the passing of parameters from the Steam shortcuts is broken.

You should create a desktop shortcut to Railworks.exe and put your variables in the shortcut.
i.e. edit the line in the shortcut's Target box to show something like:

X:\Steam\steamapps\common\Railworks\Railworks.exe -SetFOV=70 -FPSLimit=30 -ShowDriversList -ShowControlStateDialog

Add your preferred variables and parameters of course.
With the Steam service running, you can then start Railworks with your parameters thru the shortcut.
