the tracks.bin file is the one that has the references to the used track types. Also the there is a track rule .bin file that has to be modified to use a different track type. I don't know the step by instructions but those two file can be viewed in RWtools.

You could always buy the NS Coal District Route.
Intel i5-10600K CPU, Asus TUF GAMING Z490-Plus (Wi-Fi) MB, Graphics Asus RTX 3060 TI 8GB OC TUF gaming card Windows 11 Home 64 bit, 16 GB Corsair Vengeance DDR4 ram, Viewsonic VX2728 LED 1080P FHD Monitor, Samsung 1TB SSD + other conventional drives, Corsair 750W PSU.

To be honest, I think you are getting into areas way beyond the scope of typical 'personal editing" for anyone except the experts. It's one of those cases where "if you need to ask, then you can't do it"!

From my reading and understanding, fiddling around with tracks.bin files and track rules is fraught with difficulties, inconsistencies, and knock-on side-effects, even if you do know how to do it.

Bottom line - if the workshop route is based on ownership of the NS Coal District Route, then . . you need the NS Coal District Route. Probably for other assets as well.

Pity you just missed it in the sale :(
