Conrail existed purely as a means for keeping two failed railroads from slipping to their graves. Kudos to the feds for helping keep the Eastern railroad system intact. However, that time has passed, thankfully, and the emergence from the ashes of PC and EL hardly elevates Conrail's status to a "heritage" moniker. Nevertheless, It would make more sense to present the above ideas to the Conrail Historical Society, rather than a for-profit corporation such as CSX.
Pardon my grumpy old coot mindset, but I find it much more appealing (and interesting) to challenge the
status quo of social and political abnormalities, rather than worry about whether a locomotive is painted blue or not.
