CP/VIA Rail near collision (Video)

This is a video from 1991, it's not mine but I saw it and thought it was worth sharing with you guys... how did both trains get passed (I'm guessing) block signals...?

Wow, that was close! VIA must have been in full emergency, and the freight was backing up! Yeah, someone not paying attention.
