CN C40-8 with an SD60M cab?!

Lookey what I caught on the Chesterton IN railcam! Looks very much to be a GE dash 8 or 9 with some kind of EMD cab! Thoughts please? I remember seeing this article sometime back. Could it have anything to do with this?

Nate those are CN C44-9WL the numbers are 2500-2522
