Identification Needed

I found this pic on the Internet (Bonjouir!)

What is the purpose of the red box on top of the console? It looks like a radio, but why would a locomotive have two of them? And of course, red usually means "danger", or "emergency", so it would seem to have something to do with either stopping the train or calling dispatch in a hurry. Any help is appreciated.

"If you really needed a diesel locomotive right away, then go ahead and order a ALCO. But if you could wait for real quality, then go for an EMD or a GE".

I am sure more clues will come out as the project nears completion.
