American technology is not in the position it used to be. European companies are able to make things much better than us now. Canada's Bombardier, France's Alstom, and Germany's Siemens continue to give GE and GM one heck of a challenge in the railroad industry.
Except in freight. I highly doubt any of these will ever be a contender in freight service.
GE seems relatively uninterested in making passenger service locomotives, though that may change with the Wabtec buyout. I wouldn't be the least bit surprised to see a bid go out from them to levy a long distance variant of the HSP46 locomotives.
Aside from a few kinks that got worked out, MBTA seems to like them.
