Looks line narrow gauge. EMD delivered some NG units to South America IIRC.

I believe GE did as well, also using those span bolster 4 wheel trucks in tandem.

That's Ferrovia Centro-Atlantica S.A railroad of Brazil. This truck arrangement has been pretty common on that country's narrow gauge tracks to distribute the heavy weight of American locos so they wouldn't destroy the tracks. I'm surprised you'd never seen them before.

Another reason for doing this was to spread the load on the traction motors. Meter gauge traction motors can't handle the heat as well.
