Can anyone identify this hopper car?

I took this snapshot a few days ago near my home at the end of the Henderson Branch Line.
It has a small Canadian flag (in green) near the lower left center.
Part of it is English and part of it appears to be in Spanish.

Edit: I found out it's from Dow Chemical Canada.

Okay. That's all the technical on it, but there seems to be some commemorative writing on it. Something about May 15th.

It seems to be advertising the national census on May 15, 2001. It's quite a strange method of publicizing a national poll, lol

Ahhhhhhh! A census! That's the broken writing on the side. Thank you Boosted. !!*ok*!!

That car is a long way from home. It's currently near me in the South East Las Vegas Valley, at a plastics plant called "Poly West". It is literally at the end of the line, the Henderson Branch Line. It's being used to haul plastics pellets that are used make our zipping storage bags.
