I'm also wondering if the new engine type has something to do with it. Amtrak has had problems with ordering new engines that are stable at speed in the past. That's how they ended up with the Toasters (AEM-7s) years ago. No one in this country could properly design a high speed electric passenger engine anymore.
They also traced a series of accidents to the then new SDP40Fs back in the 70s. The SDP40Fs were supposed to be high speed cross country heavy haul engines, but ended up being expensive heavy haul engines on local commuter runs.
Ironically the F40PH was supposed to be a commuter engine, but Amtrak found themselves working them on long haul passenger routes.
The Amtrak E60s weren't exactly a success either...
