Amtrak Scenic Sub Timetable

According to the latest Amtrak timetable the eastbound Empire Builder is supposed to depart Leavenworth at 17:00. If they have the same restrictions as the BNSF then the train wouldn't even arrive before 17:30. Does Amtrak have exemptions to BNSF's track rules? If so where are the exemptions.
