Question about what I saw

Hey everybody, this is my first time posting here, had an account for a while but never posted. Anyway I was stuck on a highwayway beside a rail line (Gardner Expressway beside mainline westbound out of Toronto to be exact) and I saw a VIA train with a p42 and 5 cars reversing at about 10km toward Toronto union station. I'm kinda confused because it was going so slow and reversing on the main line from Toronto. Anyone got any Ideas on why?

the track it was on could have a slow order due to things like a soft spot in the railbed, which is typical for this time of the year when the weather goes up and down the frost does weird things.

It is surprising that it was reversing. Toronto Union station is not a dead-end like Montreal Central station is.
Maybe it was some kind of switching move.

That's was I was surprised by most. Maybe the driver wanted to be like the GO trains passing him.

The reason they were going so slowly was because it is a shove move. Under CROR a shove may not exceed 15 mph. (this does not include push pull)
