I don't know of any under $100 but the Uniden Bearcat 125AT is perfect. Its $120 though

Looks like a nice little unit, good price, too. Back in the day, I had a Bearcat scanner when I was taking flying lessons. Thing was like a brick tho. And was twice that price (25 years ago, too). But it saved me money, I could listen to ATIS while I was pre-flighting the plane to get current weather, instead of turning on the avionics master, and running the Hobbs meter (which is how the ground school charges your flight time).
