The two HLCX units are going out to Brookhaven (Eastern part of LI) to serve at a transload facility being built.

Interesting. So the GP40's were rebuilt into 38-3, instead of 40-2. Is there a story behind it?

I believe the prime mover inside the GP40 was removed or de-rated/converted into the block that's inside a GP38, along with turbo removal. This cuts fuel use and emissions. Other upgrades include hood modifications, new electrical, cab upgrade, etc.

The GP40 → GP38-3 conversion is sort of rare since GP50's, GP38's, GP38-2's, etc are the likely candidates for rebuilds.
