There's still a lot of aircraft running around that don't have the proper GPS equipment to replicate all of ILS's capabilities, and VOR is being gradually phased out, so I'm not really sure what the issue is. !*don-know!*

They are mandating ADS-B so why not the GPS? You can get them for cheap nowadays from Garmin and others.
