I was just looking at old rail photos and at first I thought, it's a sanding tower, but it's over the stack and going into the hopper if I'm viewing it right.

Looks like they are using the smoke stack as the world's biggest steam cleaner.
New York State is not the same as New York City

While the locomotives were raising steam the thick smoke produced was captured by this arrangement to reduce the pollution of Chicago. The smoke was scrubbed (presumably with water spray) before being released to the atmosphere.

the first picture looks like they are cleaning the flues and using the blower to blow it into a hopper.
