Usually, if the upper light was a double vertical lens, (edit for clarity: and there was a lower light,) it was an oscillating light that swept from side to side. There were single lamp oscillators as well.
Horizontal twins were used as second head light.
Red was usually displayed if the loco was in reverse, to act as an end of train warning. Some railroads (the RI/SP Golden State) had an oscillating red single in the upper that ran all the time, forward or reverse.
Yes, please do the twins... some roads used dual lamps in the lower, and later singles were 6" sealed beams.
