USRA 2-8-8-2 update

This update is basically for the tenders and the whistle sound.

I don't know if I was supposed to take something out instead of just overwriting however I couldn't see anything different with the update. The whistle still is not continuous.

Overwrite the files. The whistle files are now wav format and the middle loop is much longer. In theory it should work better.
