Problem with Steelworks NW2 and slug

Last night I decided to fire up the Ohio Steel route and load in a NW2 with slug. Everything is ok untill I stop to switch and it seams that the slug shuts off and becomes a lead weight in either direction I go. What am I doing wrong? Is there a specific direction that the slug needs to be ? I have it hooked up to the rear of the NW2 I am running. At run 8 I am lucky to get 4 MPH without consist.

I did notice once I initially started moving forward everything was fine then once the throttle was reduced to 0 the whole consist moved really slow. This was not a problem running the NW2 by its self.
