It's pretty straightforward after you get the hang of it. What format did you save it in with the DXTBmp?

I saved it as a DDS DXT3 file.

It is and the error message in the Bin tool tells me that. And so I save the image, with the grey alpha channel as a DDS DXT3, the User Account Control pops up, and I hit yes, and then I go to the bin tool, hit import, and it tells me, "This file does not appear to be in the correct format. Files must be saved with DXT3 (Explicit Alpha)"

But, upon closer observation of the Bin Tool, in the lower left it says "Compression: DXT5" and "Format: ARGB-DXT5" so I saved as a DXT5 and it worked.

It's all good guys, I successfully repainted what I wanted done of a locomotive! I have yet to muster the nerve to tackle an entire locomotive. I'm just worried that the doors will disappear because I don't have that much paint skill hahaha. But thanks to you all who helped me figure this out. Really complicated at first. Helps to take it one step at a time. Online guides don't always explain stuff completely and what not. But thanks again! I really do appreciate it!

I goofed on the ES44's lol I was just checking on which locomotives had the logo that I could repaint separately, and while I did that I opened the file and forgot to copy the entire folder, edit the XML, blah blah, so all my BNSF ES44DC's now are TJY Rail Inc ES44DC's hahaha. I'll have to figure out how to fix that. Shouldn't be too difficult, considering the SD40-2 Swoosh was the same as the ES44DC Swoosh. No worries :D
