Question Regarding Repaints of Payware Scenery

I've got a question for everyone... I'd like to make a repaint of one of the water tower models included in the Chicago Racetrack route for placement on my own custom route. To be able to make the repaint, I would have to copy and edit the .GeoPcDx to read the new texture. Is this something I can release with my route? If not, is there a way to repaint a scenery model without editing the .GeoPcDx?
TIA

You are asking about Payware Scenery, but the same rules apply to all content, paid or free. You cannot distribute the .geopcdx files without permission of the route developer. Its worth contacting them. Sometimes they will even help with the repaint.
Without distributing their files, I can think of three possibilities ...
1. Regarding the water tower models on the Chicago Racetrack route, I did notice that most of them are provided in two forms - one with a specific city logo, and a generic version with no logo. You could use the no-logo version on your route.
2. If you have some simple model building ability, you could make a decal child object for the 'no-logo' version to apply your city's name as a decal to the tank.
3. You could use the undocumented, unofficial, rarely used ( but it works ), reskin blueprint to substitute a new texture for one on a model. ( If this isn't common knowledge I can provide more info )

Thank you for the information, Wayne. If you could perhaps explain step three for me, I would really appreciate it! Thank you sir for your help.
