What can prevent track and roads being raised to meet the ground?

I really don't know how to exactly explain this..... I have spots on my route where I can't adjust the roads and track to meet the height of the terrain. I have shallow bowl like places that can't be filled in. The only solution to fill these is either a retaining wall or placing a bridge.

What could cause this? I have never encountered this before...… There is nothing below the scenery that I can find that could cause this. it's like something is locked.

In the bottom pane in the world editor, there are 3 circles which specify which type of object(s) you want to conform the terrain to (track, roads, lofts).

It's possible that you have checked track when you're trying to do it with a road, or vice versa. Another cause may be a rogue loft section that is below the 'offending' piece that is interfering with the process.

Otherwise it sounds quite mysterious. I had a similar problem about 3 years ago where I overlooked this.

Can you manually raise the terrain to the track?

In the Terrain/Paint Tool Box.

There is a selection I'll call "Snap Tools." The following illustration explains it best. This brings the terrain up to meet the linear object (road, track)
