Making CP Signs

So, I'll take a shot, and ask the question here because it won't get answered elsewhere, but do any of you folks know how I would take a texture with CP several names on it and apply a name to different CP signs? I think this was done in Stevens Pass, but I do not know how it was done. I am a novice at modeling.
Here is an example of the texture with several names:

did you make your own train simulator content folder using rw tools?
