ACE Format problems

I am trying to learn how to create a building using Photoshop CS6 and 3DSMAX 2013. I have put latest 64 bit plugin for Photoshop into plugin folder taken from Dev file of Railworks, ditto plugin into plugin for 3DSmax. On top menu of max it shows up, and I am not so sure about photoshop. I use windows 7 64 bit and max/adobe are also 64 bit.
The tutorial I am using is from Wikipedia called "creating a scenery object" link here http://www.railsimdownloads.com/wiki/tiki-index.php?page_ref_id=56
I cannot see option in Photoshop to save the texture created as an ACE file. So I created it using RWAceTool.
Also I cannot get 24 bit as an option in photoshop which is what the tutorial wants, only 8, 16 and 32 bit. How do I save an ACE format in Photoshop?
Even though I eventually created a file using RWAcetool I cannot find how to load the texture in 3DSMax material editor, I have found the TexDiff but cannot load any ACE file to add to the selected object .
I know the Wiki is using an older version of 3DSmax but I have put in the correct plugin and cannot get anything related to ACE working in either Photoshop or Max. Any suggestions for a better tutorial based around 3DSmax or suggestions on what I am doing wrong with plugins/programs.
I have tried everything I can think of, checked everything is where it should be but cannot get anything except RWAceTool to work with ACE files.
ANY suggestions please ?

For the ACE plugin to work, it needs to be in the main Photoshop folder and not in the plugins folder (I'm using Photoshop 6). The ACE option should then show up in the Save dialog, 2nd in the list, just under PSD format.

RSC plugins for Max work well with versions between r5~r9, 2008~2010, yet seem to be finicky under 2011 and I never could get them to work properly under 2012 (others have though). I currently use an older r9 version that performs better than later versions.

Thanks Hack you are always helpful.

I checked I did put the plugin obtained from the Railsimulator support page link in the right place. It is still not there. But a file I found says I need a plugin for CS6 (64 bit) with a suffix of _64.8bf where the Railsim supplied plugin is ACEFormat.8bi. Perhaps I have the wrong plugin ????

UPDATE: Tried the whole process again with CS6 32 bit, it works fine. Now if I can just find a 64bit version . . . any help there?

I don't believe RSC has ever released 64-bit plugins for Photoshop. The one I have here are the original 32-bit version.

I have been playing around, now have photoshop working and creating ACE file thanks to Hack. I have the 3DSMAX 64 bit plugin installed and have it pointing to the Railworks steam files correctly. It also shows the RWMarterials I just cannot seem to work out how to apply the RWmaterial to the box in the tutorial mentioned earlier in this thread.
Cannot get it to appear even if I follow what I think is correct procedure.
Anyone done a tutorial or help text on applying the materials correctly?

Select the objects to apply the materials to, and from the Material Editor, click the "Assign Material to Selection" icon (just under the texture spheres, third from left - small blue dot pointing down and to the right to a small white cube).
