They use the Stevens Pass but it is not essential. Some sounds are still alias to the DLC but you would not notice them if they were gone in the first place.

do you know what sound alias to Stevens Pass? (I'm thinking there are Stevens Pass specific sounds not found in the Marias Pass, Sherman Hill, etc. folders)

With that I'm guessing these sounds in the Stevens Pass folders are different from the fore mentioned above:
T_ES44_Cab_EBrake_Hiss.dav
T_ES44_AIR_BrakeLocoOn.dav
RF_Diesel.dav
It would also be efficient to have those files in an update be included with the sound package so the pack will not create extra blueprints.
