@ nstrains

Have you deleted the Asset folders from previous installations? I generally copy the whole Tehachapi folder to another drive and then let the latest patch/full build overwrite the assets already in situ, it shouldn't need to create any new folders as they are already in there.
Have you kept a copy of the full build from 17th March and the 2 subsequent patches?

Is there any reason to do the whole route update if you have kept up with the patches?

Hmmm, well, until you install it Buzz, you don't really know if it contains anything new, or, not, that's the thing. I've only looked at Mojave so far, which doesn't look any different, in Bakersfield there seems to be some new drainage ditch thingys, but, they might have been there from last time, I can't remember now, nothing else seems to be updated.

I was having some issues with assets not showing up after the last update before this full build update. So I did try deleting the route and installing this full build and this is what came up.

Have you got the full build version from 17th March? If so, then install that again, in a clean Asset folder, then copy and paste everthing into your current folders in 3DTrains Tehachapi.

The full build is the same copy I have here. That is the only one to worry about.

This might be a permission issue.
Or the antivirus is preventing the installer to run?
My Avast often mistrust .exe files in the temp directory.
And that's where the installer runs itself from, once you've put in your serial, confirmed the TS17 path, etc.

I have been having some permission issues within TrainSim. I have not been able to delete Minerman's route or Marc's route completely. I haven't tried any other routes since these are the only 2 I'm active in testing out on a regular basis.

I am the only administrator and user on my laptop and have tried multiple times to set the ownership and permissions all to me for the entire Railworks folder. I still have haven't figured out what's causing the problem. Webroot and Malwarebytes haven't found any issues.

At the time of install? I mean it's always on but wasn't doing a scan. Didn't have an issue starting the install just about half way through is when that error popped up. I can try disabling them and try the install again.

Very interesting! I thought I was the only one who had encountered this. About 3 weeks ago it started for me... could not delete or install Tehachapi, would come back and tell me that I was not the owner and I needed Administrator privileges. Found a registry hack called "Take ownership of" to add to the right click context sensitive menu and that did absolutely nothing though it was the most recommended fix I could find.

I should point out that it was more than just Tehachapi, that was just my first encounter with this. It actually happened to me on my own dang route where I could not back it up to an external drive because it claimed I was not the owner of the folder.

Long story short... I had to enable in Win10 and then create an administrator login since it's not there by default anymore. Signing out of my usual user login and signing back in as administrator fixed the problem for me. I had tried every possible way of trying to take ownership of folders or giving my self permissions with no results. I've never thought about or worried about working under an administrator login before, the need never cropped up before. I guess I had been under the impression that since I was the only user on the laptop and had installed everything that I was in control of everything... apparently not.

Sounds like you may have tried this already and if so my apologies, but just sign out of your userid and make certain you sign back in as administrator. (for me it actually needs my Microsoft account password rather than the pin that I use for my regular login). After deleting/moving or installing something to TS2017 I sign out and log back in under my usual userid and continue on my merry way.

Questions still remain for me such as why after all this time working with TS2017 do I all of a sudden need to work under an administrator ID to install/delete or copy. Can't believe it's a DTG related thing or many more people would have spoken up... so far you are the only other person I've come across having this problem. Perhaps it was a Microsoft update that did something. I have no idea and I'm not even sure that we are having the same problem, but they do sound similar.
