I was about to post the same thing. RWTools and the extensive help text will get you through the initial route setup stuff. There are several preliminary steps and some concepts that must be taken and understood before getting too far along or you'll end up starting over. It's worth the time to do a little reading first. I don't have links handy but there are a few tutorials on starting a route around. No one tut covers everything, but once you peruse them all, the pieces all begin to make sense and fit together. I think there are some vids at youTube, too. Someday someone might have the time to write a book on the topic; it's a big one with lots of steps and choices to make. I tried to write a tut; it got to be a monster; the quick gist:
Create a developer folder structure
Create a route template
Create/copy terrain texturing bin
Create/copy track rules
Edit files to customize
Create route
And for a real terrain route:
Acquire, convert, and load terrain
Create route markers or decals
Convert and load markers file
RWtools will help you insert a loading screen, though that's less important than things like terrain textures.
Finally, start laying track.
