Reason A Horn Won't Change?

I have a puzzling issue with changing horns out for new sounds independent of the sound pack not installing its custom horns.

I've successfully changed horns for many other locos, but cannot get it to work with this one and I cannot figure out why (whitenose BN SD40, SD40BnPack02). I've edited the Class SD40 Horn.proxyxml file to reference the new horn sounds (which I downloaded from this site), I created the new Class SD40 Horn.proxybin file using serz, I cleared the cache in-game, and I still have the default horn sounds in game. I even renamed the default .dav horn files in the \SD40BnPack02\Audio\RailVehicles\Diesel\SD40\Cab folder so the game shouldn't be able to find them and the default horn sounds remain.

Any ideas? I've tried everything I can think of but no luck. The only other thing I can think of is that I'm editing the wrong folder for the engine I want to change, but I don't think the whitenose BN SD40 is located anywhere else?

I doubt it'syour problem, but make sure the proxyxml file is encoded in ANSI, not Unicode.

Thanks for the response. I tried opening the proxyxml file using notepad++ this time and found that it was set to "UTF-8 without BOM". I selected convert to ANSI, verified that it was now showing as an ANSI file and saved the file. However when I re-open the file it is back to UTF-8 without BOM.

I'm new to notepad++, so I'm not sure if I'm missing a step, or maybe something weird is going on with this file (I have confirmed it is not read-only).

I think UTF-8 without BOM is good.
