I can't say for sure but it might be that the RW update installs .Net Framework 4, but it's not the latest version, and maybe if you have Windows set to automatically install updates, Windows Update updates .Net Framework 4 to the latest version, and since Steam doesn't recognize the latest version, it tries to install it's version again.
Try this. In the Railworks folder, rename installscript.vdf to something else, like installscript-org.vdf. See if that stops Steam from trying to re-install .Net Framework.
If that doesn't stop it, just rename that file back to it's original name.

No, more like don't buy a cheap ATI card. The 460 the upper end of the mainsteam gpus. The 7950 is a 3-4 generation old high end gpu. The 5450 is a 1 generation old low end gpu, and the 4600 is a 2-2.5 generation old middle-end gpu...

A meaningful comparison would be a 460 to a 6870.

FWIW, I'm getting 17-21 fps on highest with my system.

C2Q Q6600 @2.4
4GB PC2-5300
cheap OEM mobo
ATI 4850 512.

From everything I've read and my own experience. ATI users are at a major disadvantage. I plopped in an old 9800 Gtx+ and had smoother game play with frames only half lower than two 5870s.(since crossfire is known for microstutter) Even on a single 5870 I get microstutter.

Chris, this prompted me to do a test to confirm my suspicions... the load time has gone up. My old-standby test is to load Cajon Pass scenario and do nothing but press 1 to sit in the cab. In RW2 it loads in 1 min 30 secs... in TS'12 it takes 2 min 10 secs. That's not too bad, but when I load Ronceverte on the COA it takes 5 minutes now!!!

I am certain that my bottleneck is the hard drives so I can't resist trying to upgrade them from the pair of 5400's that came with this Asus (the weakest point of this laptop, I think). To give another example, copying large folders from drive 1 to drive 1 is very slow with transfer rates <5MB/sec. When I copy from drive 1 to drive 2 it's a screaming 25-30 MB/sec. Obviously the pc buses are wayyyy outperforming the 5400 rpm drive. I think, too, that represents fairly pure data-transfer because I'm using a 8GB ReadyBoost which cuts data seek time to near zilch. Does this sound reasonable to you or am I overlooking something?

My CPU utilization is pretty much the same I think, judging by the heat output and time before it speed-steps down without my "Appalachian CPU cooler" (a desk fan, lol) turned on. GPU heat is up (a first!) but still slight and my TS graphic card Settings are maxed for a single monitor. I think maybe there's some significant parts of this new engine that they haven't turned on yet.

Not seeing that at all .. and from the look of those charts it's more of a TWIMTBP kinda deal where the disadvantage is manufactured.

On another note I just happened to glance at my hardware monitor. The highest GPU temp it's recorded in this session is 93C *!sad!* . Though I'm not sure if this was RW or not, since I've played a few different games without checking the temps.

Current temp on 6970 2gig is 74 , fan at 75% .. sitting idle on barstow

I agree. My integrated 5870 Mobile is barely taxed and I am seeing NO stutter at all now in TS'12 while in RW2 it would stutter every 1-3 secs in all routes/scenarios even at 60fps.

You are also running much lower graphics settings.

Actually, I've pushed everything up to max; oddly, it seemed to make no diff. In fact I think I gained 1-2 fps (17 vs 19-20 on HSC). Weird, huh?

Maxed in both the launch screen and the in-game options? I run medium from the launch window, and max everything else within the sim. Average FPS is between 20~25.

Yeah .. it's kind funny , when they did the wip vids there was noticeable stutter and I was a tad perturbed . Game is released and I'm not seeing that stutter at all on the built-in routes .. still waiting to see if there's any updates coming before I put my stuff into the game to get a fair comparison . Also want to get PRR route to see all the new features before giving any bad marks that may not be warranted. Got to admit that it's better than I expected ... time will tell whether that opinion lasts .

As I'm exploring the non default assets, I've discovered a few issues. I'm only bringing them up to confirm its not just my setup:

Challenger loco works very well in the TSX engine, but the cabview camera is way back from the seat. The GTrax locos are the same - but the cabview is in the front wall of the cab.

Portland Terminal seems not to work too well. There are lots of graphics glitches and textures not displaying correctly. The Cabview from the locos has distorted textures on the windows.

But, they said this would all be fixed in time. I'm just trying to avoid the temptation to start file diving and try to fix it all myself.....(make for a long day).

I'm just going to enjoy the new default content and slowly pick at the rest that doesnt work right.
